Job Title:  Program Manager II
Program:  Refugee Services - Resettlement, Match Grant and Unaccompanied Youth Program


Summary:

Under the supervision of the Program Director, the Program Manager II will plan, direct, and coordinate activities of the Resettlement, Match Grant and Lutheran Unaccompanied Child and Youth Services Programs.  Will manage ancillary contracts such as a Preferred Communities grant and subcontracts such as healthy Families Program.  Ensure that the goals and objectives are accomplished within prescribed time frame and funding parameters.

LSG provides resettlement services to refugees allocated by Lutheran Immigration and Refugee Services on an annual basis for 180 days.

LSG enrolls refugees into the Match Grant Program when they meet the eligibility requirements and provides services up to four months.

LSG provides fingerprinting services for individuals referred by ORR for the Lutheran Unaccompanied Child and Youth Services Program.

LSG subcontracts with Jewish Family and Career Services to provide Healthy Family workshops to 80 refugees.

Essential Responsibilities / Accountabilities:  

  • Reviews program proposal/contract. Interprets and clarifies program requirements. Monitors and manages assigned contracts and sub-contracts and maintains compliance with all contract and regulatory requirements.
  • Develops and manages the program's budget with the Program Director
  • Develops/redesigns programs and activities and effectively manages change.
  • Helps insure the coordination, integration and provision of high quality comprehensive services for the refugees and asylees served. Coordinates program activities with related activities of other departments to ensure efficiency and economy.
  • Ensures high level service delivery.
  • Evaluates the program's effectiveness and assesses customer and consumer satisfaction.
  • Develops and implements quality improvement plans based upon the assessment.
  • Manages, leads, guides, and supports case managers and job developer.
  • Facilitates learning.
  • Communicates effectively with the Program Director and responds promptly to requests.
  • Represents LSG at internal and external meetings, conferences, trainings, etc.
  • Establishes and maintains close working relationships with stakeholders including funding and other agencies that serve refugees.
  • Prepares for and coordinates audit and monitoring activities. Helps respond to audit reports and implements required changes.
  • May stand in for Program Director in her absence.
  • Prepares proposed contracts.
  • Participates in LSG functions and public relations activities.
  • Conforms with and abides by all regulations, policies, work procedures and instructions.
  • Minimum Qualifications:

    Master’s degree from an accredited college or university in a related field such as social work, psychology etc.. Five to seven years of recent relevant paid experience working with refugees. Experience hiring, developing and motivating professional staff that work in a team and independently. Experience managing multiple programs including developing and managing budgets. Must possess effective, persuasive communication skills. Must speak, read and write English fluently. Must have excellent human relations skills and experience making and implementing difficult decisions. Must be computer literate with intermediate knowledge of Microsoft Word and Excel. Must own a personal vehicle, hold a valid Georgia Driver’s license, have a good driving record and appropriate personal auto insurance.

    Or an equivalent combination of education and experience.
